I think the VIN might lead to some clues and I'm sure with some money you could.

Went to the st.paul sears dmv and after calling jvs and him calling dan saying I didn't need a bill of sale. I got a plate!

The "lead" was saying I needed a bill of sale. I left head hung low and as I was driving I called the dmv and spoke to a gentleman at the front counter, told him my situation, who then spoke to the manager Jim. He said I didn't need one either so I whipped a u turn and headed back. When I got there again, I spoke to a newb and he asked about the process to the lead again, I stated I spoke to a "John" who then spoke to the manager "Jim" and said I didn't need a bill of sale. The "lead" then went to the GM and started discussing something for about 5 minutes with felt like an eternity. The guy initially helping me said to go over to the other counter by them.

So I trotted over sweating bullets and they started the DNR registration process and the newb learned something new. The GM pulled out the manual and all this stuff saying that yes I can do this and this is why. As the newb was filling out my paperwork in the computer, The GM rung me up. $60 later and not having to pay sales tax on my bike, I had plate and tabs in hand along with DNR stickers! So, sears is now officially broken in.

The GM then stated that if the bike was sold privately, you don't have to pay sales tax on it again. Jim FTMFW!

Might need a hand tuning a carb if anyone wants to give me a hand. Hate carbs.

Same here. I messed with my idle screw and it seemed to run a little smoother. i didn't think the two were related?! Heck if I know, I just ride the shit
