Its just easier to get new racers to stay when there is an affordable class that can be competitive without spending an arm and a leg. Thats what was great about the 250 class. Now the FW bikes are finally starting to be a little more available already race built. As long as Yamaha and Ktm are still paying contingency, its best to leave FW as is.

    Totally agree on both points.

What kind of restrictions did they put on the 400 in the professional series to make them competitive with R3s and 390s? Was it something we could enforce without a protest?

Not sure, at a club level, how we could enforce it. Kawi 400 was RPM limited, the R3 and CBR500 were allowed airbox modifications (R3 also allowed extra ignition timing changes). All bikes required to run a spec quickshifter with an external box that controls the RPM.

If a factory is offering contingency, we need to figure out a way to take advantage of that. If nobody is signing up for it, or they are never paying it out, pretty soon they will stop offering it.

This was the largest driving factor of creating the Featherweight class for me a few years ago - Yamaha was paying!

If you shake up a class structure too often you may lose participants as it raises the cost of competitiveness. I know from a CRA perspective that's difficult to say when Featherweight is as big as it is. But, I considered getting into featherweight in the past and again this year. Now with this N400 shakeup it makes me cautious. I'm the type of racer to buy used race bikes. Just like the N250-to-300 move, people will have to buy new bikes, or highly modify old bikes, to stay competitive. When will this class have stability? I suppose it's up to the manufacturers. But I don't want to be a new-to-me owner of an obsolete R3 next year or the year after. We do have to change with the times, but I guess I'm saying we can't do it every year or two.

"When will this class have stability? I suppose it's up to the manufacturers."
Yup. In the last 5 years, we've seen Kawasaki offer a 250, 300, and 400. In that time, Yamaha and KTM came out with a bike in-between the 300 and 400, and Honda came out with a 500 that performs more like a 325. Add to that the smaller air cooled ducs and super motos.

And really, as long as the manufacturers also are offering good contingency, I would imagine it's in the club's best interest to have a class where that particular bike is competitive.
